Matches opening and closing XML or HTML tags, capturing the entire tag including its attributes. The optional forward slash (\/?) allows it to handle both opening tags like <div class="x"> and closing tags like </div>. Commonly used for simple tag extraction, stripping tags from text, or basic markup parsing, though it will not handle edge cases like comments, CDATA sections, or angle brackets inside attribute values.
