Build, test, and debug regular expressions
Matches XML processing instructions and declarations, such as '<?xml version="1.0" encoding="UTF-8"?>', by finding the literal '<?', then lazily consuming any characters—including newlines, enabled by the inline dotall flag (?s)—up to the first closing '>'. The global flag lets it capture every occurrence in a document. Commonly used to strip XML headers or PHP-style tags from files during text processing or sanitization.
