Regex Tester & Validator

Matches 'NOTE' annotations preceded by comment markers from many languages: // (C/JS/Java), # (Python/shell), <!-- (HTML/XML), ; (Lisp/INI), * (block comment continuation lines), or bare line starts including markdown list items (- or numbered like 1.). Designed for the VSCode TODO Tree extension to highlight NOTE comments across mixed-language projects. The m flag anchors ^ at each line, and g finds all occurrences per file.
