Validates French phone numbers in domestic format (0 followed by 9 digits, first non-zero) or international format (+ followed by a 2-digit country code such as 33). Accepts optional separators — dot, space, or hyphen — between digit pairs, e.g. 01-23-45-67-89 or +33.1.23.45.67.89. Commonly used for form input validation of French telephone numbers.
