Matches 0 to 140 characters restricted to a SEPA-compliant set: letters, digits, whitespace, and limited punctuation such as slash, en dash, question mark, colon, parentheses, period, comma, typographic apostrophe, and plus. It is used to validate SEPA XML text fields (e.g., remittance information or payment descriptions in pain.001/pain.008 files), which enforce strict allowed-character rules and a 140-character maximum before submission.
