Validates a comma-separated list of IPv4 addresses, where each entry may carry an optional CIDR prefix (e.g., 192.168.0.0/24) or form a hyphen-separated range such as 1.1.1.1-1.1.1.10. Each octet is constrained to 0-255, and the optional /suffix accepts prefix lengths 0-32. Useful for validating IP allowlists, blocklists, firewall rules, and network configuration input fields.
