Validates a Romanian CNP (Cod Numeric Personal), the 13-digit national personal identification number. It enforces the gender/century digit (1-9), 2-digit birth year, month (01-12), day (01-31), county code (01-52, or 99 for foreigners), a 3-digit serial number (001-999), and a final checksum digit. Ideal for validating Romanian citizen ID input in forms, though it does not verify the checksum calculation itself.
