Matches Turkish landline phone numbers starting with an optional prefix (0, 9, 90, or +90), followed by one of ~80 valid 3-digit Turkish area codes (e.g., 312 Ankara, 212 Istanbul, 232 Izmir), then a 3-2-2 digit subscriber number with optional whitespace separators. Ideal for validating or parsing domestic Turkish fixed-line phone numbers in forms and datasets. Note the alternation contains an empty option before 284, so the area code group can technically match empty.
