Matches inline code annotation markers such as TODO, RWC, ?, ??, !, !!, and [] when followed by optional punctuation, optional digits, and a trailing comment extending to end of line. Designed for scanning source code comments to flag unfinished work, questions, or warnings (e.g., 'TODO: refactor this' or 'value? check this'). Case-insensitive and multiline, making it ideal for static analysis across whole files.
