Matches a literal quoted key 'ABCD' followed by a colon and a quoted value enclosed in single quotes. The value can contain any characters except backticks, as defined by the negated character class [^`]. The quoted value is captured in group 1. Commonly used for parsing custom key-value data formats, extracting field values from logs, or matching specific fields in quoted data structures.
