Matches semantic version strings (major.minor.patch) that are greater than or equal to 6.1.3. It handles three cases: 6.1.x where the patch is 3 or higher, 6.x.y where the minor version is 2 or higher, and any version with a major version of 7 or above. Typically used for minimum version enforcement, feature gating, or compatibility checks in CI/CD pipelines and configuration validation.
