Regex Tester & Validator

Matches PHP code blocks opened with short tags `<?` while excluding `<?php`, `<?=` (short echo), and `<?xml` declarations via a negative lookahead. The lazy `\D*?` captures only non-digit characters up to the closing `>`. Useful for finding legacy PHP code that relies on short_open_tag, such as old template files or scripts.
