Parses ampersand-delimited key-value pairs in the form `&key=value`, capturing the key, an optional variable interpolation prefix like `$varName{`, and the value (which stops at `&`, `}`, or end of string). Commonly used to resolve automation or model parameters from query strings and configuration strings where values may embed variable references for later substitution.
