Matches single-line comments containing TODO markers, starting from the preceding line break and any indentation, then the // comment syntax, any text before a 'TODO:' label (with one or more colons), and everything after it. With the gi flags, it catches case variations like 'todo:' or 'Todo:' throughout a file. Typically used in JetBrains IntelliJ products to locate and replace TODO comments during code cleanup or pre-release sweeps.
