Matches C-style block comments (/* ... */) that contain the phrase 'GNU General Public License' anywhere within them, using lazy (.| ) matching to span multiple lines, as well as the JavaScript "use strict" directive. Intended for use with global and multiline flags in find-and-replace operations to strip GPL license headers and strict mode declarations from JavaScript source files, commonly done during build or minification pipelines.
