Matches numbered items (e.g., quiz questions) at the start of a line, capturing the question number and its potentially multi-line text (the inline (?s) dotall modifier lets '.' span newlines) up to a blank line formed by two consecutive newlines. Commonly used to detect, extract, or split numbered question lists from formatted text documents.
