Matches SIP INVITE lines (e.g., Request-URI or To header) targeting the specific phone number 8004001506, optionally prefixed with '+' or '1' (e.g., +18004001506). Group 1 captures the display name/CNAM portion (letters, digits, spaces, quotes), group 2 the '<sip:' scheme, group 3 the dialed number, and group 4 the rest of the URI. Global and multiline flags let it scan every line of a SIP message, commonly used on an SBC or proxy to detect a called party and rewrite the CNAM or header on outbound INVITEs.
