Matches the literal string `<footer><![CDATA[` captured in group 1, followed by an optional whitespace character and an optional opening `<p>` tag in group 2. With global and multiline flags, it's designed for find-and-replace operations—typically to insert a `<p>` paragraph tag at the beginning of footer content inside CDATA sections (common in XML/RSS feeds), while checking whether one already exists to avoid duplication.
