Build, test, and debug regular expressions
Matches a timezone offset in HH:MM format with an optional leading minus sign, covering the valid range from -14:00 to 14:00. Hours 00-13 allow minutes in quarter-hour increments (00, 15, 30, 45), while hour 14 only permits 00 minutes. Useful for validating UTC offset strings like '05:30' or '-08:00' in form inputs or data parsing. Note that it does not accept an explicit plus sign prefix.
