Matches HTML anchor tags whose href points to NOAA Ocean Explorer's redirectimage.php redirect script, capturing the opening tag, the href attribute start (single or double quoted), the redirect URL prefix (absolute or relative), the target URL passed in the query string, and the closing </a> tag. Commonly used to extract or rewrite image redirect links in scraped or migrated HTML content. Note the third alternative in the redirect group duplicates the second.
