Test, validate and match regular expressions
Matches any single character that is not an equals sign, optionally preceded by an HTML/XML-style tag (lazily matched with (.|\n)+?). It is typically used to consume or skip everything except the '=' symbol — for example, to isolate equals signs acting as separators or base64 padding, or to strip '=' characters while preserving surrounding text and tags.
