Matches the HTTP quality value (q-value) parameter from RFC 9110, found in headers like Accept, Accept-Language, and Accept-Encoding. Captures values between 0 and 1 with up to three decimal places (e.g., 0, 0.5, 0.001, 1, 1.000) in a named group 'qvalue'. Handles optional whitespace around the semicolon separator and accepts the parameter name in either case (q or Q). With global and multiline flags, it can extract multiple q-values across header lines.
