Test, validate and match regular expressions
Matches strings that begin with a 0 or 1, followed by any single digit, and then one or more trailing zeros extending to the absolute end of the string. Total length must be at least 3 characters, e.g. '010', '1000', '1100', or '19000'. Suggested by the name 'provCode', it likely validates zero-padded numeric province/canton codes where only certain leading values are allowed.
