Matches PHPDoc comment blocks (`/** ... */`) that lack a `@since` annotation, capturing the leading tab indentation, the opening description line, and all subsequent comment lines that do not contain `@since`. Designed for a global multiline search-and-replace in PHP source files to insert missing `@since` tags into doc blocks. The negative lookahead `(?!\s@since)` skips already-annotated blocks, while the capture groups preserve indentation and formatting for the replacement string.
