Validates international phone numbers with named capture groups for prefix, country code (CC), and subscriber number. Accepts optional international dialing prefixes (+, 00, 000, 001, 009, 010, 011, or 119) and validates the country code against real ITU-T E.164 assigned ranges (1 through 9xx, including NANP 1+area code and 3-digit codes). Supports flexible formatting with dashes, dots, spaces, and optional parentheses around the country code before the remaining digits.
