Matches phone numbers with an optional '+' country code prefix, a flexible area/operator code section, Vietnamese-style mobile prefixes (32-39, 56/58/59, 70/76-79, 81-89), and a trailing 7-digit subscriber number. Notable quirks include an empty character class '9[]' and literal pipes inside classes (meant as OR). Global and multiline flags allow finding multiple numbers across text lines.
