Matches positive decimal numbers with an integer part of 0 or 1-3 digits without leading zeros (max 999), optionally followed by a decimal separator (period or comma) and 1-3 fractional digits, e.g., '0', '42', '1.5', '999,999'. Commonly used to validate weight or measurement inputs that support both English and European/Spanish decimal separators. The multiline flag allows validating each line of a multi-line input independently.
