Matches percentage-style numbers from 0 to 99.99 on each line (gm flags), including forms like '42', '7.5', and leading-dot decimals like '.5'. It rejects leading zeros on multi-digit numbers (e.g., '05' or '12.05') since two-digit parts must start with 1-9, and it does not include the % sign itself. Capture groups extract the whole-number part, the fractional part, or the value after a leading character.
