Captures an entire template block delimited by {{TICKETS}} and {{/TICKETS}} tags, including the tags themselves. The non-greedy .*? combined with the dotall (s) flag matches the shortest span possible even across multiple lines, preventing overreach when multiple blocks exist. Case-insensitive matching allows any tag casing. Typically used to extract or replace repeating sections (e.g., ticket lists) in HTML or email templates before placeholder substitution.
