Parses M3U8 IPTV playlists by matching #EXTINF metadata lines and capturing only HD channel names along with their stream URLs into named groups. It optionally skips an intermediate line (such as #EXTVLCOPT or #KODIPROP directives) between the channel name and the URL, and requires the URL to start with http:// or https://. Useful for extracting and filtering HD channels from large IPTV playlist files.
