Parses data URLs (RFC 2397) by capturing three components: the MIME type before the semicolon (e.g., text/plain), the parameter or encoding section (e.g., base64 or charset=utf-8), and the payload data following the comma. The global and multiline flags enable extracting multiple data URLs across lines in a document. Useful for validating, decoding, or transforming embedded data URIs found in HTML, CSS, or JavaScript source.
