Matches Oracle SQL CREATE USER statements of the form 'CREATE USER username IDENTIFIED BY password', case-insensitively. The username must be 2-30 characters of letters, digits, underscore, dollar, or hash (the legal Oracle identifier characters), and the password is 1-30 non-whitespace characters. Useful for SQL parsing, database auditing, and security monitoring to detect user account creation attempts in query logs or scripts.
