Matches numeric values preceded by a non-digit character, allowing an optional +/- sign and either a period or comma as decimal separator. Negative lookaheads for digit-space/hyphen-digit patterns prevent matching phone numbers, ranges, or hyphenated digit sequences, while a lookbehind blocks bare decimal fragments after a minus. Useful for extracting or validating standalone decimal numbers in text while filtering out formatted digit groups like dates or phone numbers.
