Validates dates in MM/YYYY format where the month is zero-padded (accepting 00-12, though 00 is technically a false positive) and the year falls within 1990-1999, 2000-2009, or exactly 2019. The gm flags allow it to validate multiple entries across separate lines. Commonly used for form validation of expiration dates or filtering records within specific year ranges.
