Matches Mexican phone numbers consisting of 9-11 digits split into three groups: a 2-3 digit area code, 3-4 middle digits, and a trailing 4-digit block, separated by optional spaces, dots, or dashes. Anchored with global and multiline flags, it validates each line independently, accepting formats like '55 1234 5678', '33-1234-5678', or '8112345678'. The capture groups make it easy to extract the area code and remaining number parts for processing.
