This regex parses RESTful URL patterns by capturing the resource name, optional entity ID, and optional action. It's designed for API routing in web applications where URLs might follow patterns like '/users', '/users/123', or '/users/123/actions/edit'. The negative lookahead prevents 'actions' from being captured as an ID when that segment is actually part of the actions path.
