Test, validate and match regular expressions
This PCRE2 regex matches a plus (`+`) or minus (`-`) sign that appears outside of double quotes. It uses a positive lookahead assertion to ensure there is an even number of double quotes ahead until the end of the line. This is useful for parsing or splitting strings, such as when evaluating mathematical expressions where quoted strings should be ignored. The 'gm' flags allow matching across multiple lines.
