This regular expression matches IPv4 addresses within the local loopback range (starting with 127) and optionally includes a port number. It checks for the standard IP format followed by an optional colon and one or more digits representing the port. While it ensures each octet has 1 to 3 digits, it does not strictly validate that the numeric values are 255 or less.
