Matches IPv4 addresses (0.0.0.0 to 255.255.255.255) while excluding local/private IP ranges (127.x for loopback, 192.168.x for private networks, and 0.0.0.0 for unspecified). Uses lookbehind to check context and negative lookahead to filter out local addresses when preceded by http:// or https:// protocols. Useful for validating public IP addresses in URLs or network configurations where local addresses should be rejected.
