Validates time strings in HH:MM format with optional seconds (:SS) and an optional millisecond segment. Hours range 00-24, minutes and seconds 00-59, and milliseconds 000-999. Note the unescaped dot before milliseconds actually matches any character rather than just a decimal point. Commonly used to validate values from an HTML time input field.
