Matches INI file key-value pairs, allowing optional values. Captures the key name in group 1 and the value in group 4. Values can be optionally quoted with single quotes, double quotes, or backticks. Handles leading/trailing whitespace around keys and values. Useful for parsing configuration files in INI format.
