This regular expression matches either the exact string "10" or any single digit from 0 to 9. It is commonly used to validate inputs where the acceptable values are whole numbers in the range of 0 through 10. The `{1}` quantifier in the second part is technically redundant but explicitly enforces the single-digit requirement.
