Regex Tester & Validator

This regex attempts to find PHP short open tags (`<?`) while excluding full PHP tags (`<?php`) and echo short tags (`<?=`). It matches an optional `<` followed by a character that is not 'p', 'h', or '='. Note that this pattern is quite broad and may match unintended content since the `<` is optional.
