Validates an Egyptian National ID number (الرقم القومي), a 14-digit identifier. The pattern captures the century indicator (1-9), birth year, birth month, and birth day (2 digits each), followed by the governorate code, a 3-digit serial number, the gender digit (odd for male, even for female), and a final check digit.
