Matches C++ declarations with 'east const' style where const appears after the type name, optionally followed by pointer (*) or reference (&) symbols. The regex captures type names, pointer/reference operators, and const positions to help identify declarations that could be refactored to 'west const' style (const T) from 'east const' style (T const).
