Matches dates in YYYY-MM-DD format with optional time component (HH:MM:SS with optional decimal seconds). The year must start with a non-zero digit, months require leading zeros (01-12), while days accept optional leading zeros. The optional time portion uses a space separator before the time. Useful for parsing log entries, validating date inputs, or extracting ISO 8601-like timestamps from text data.
