This regex matches a quotation mark that is immediately surrounded by any characters (including newlines due to the s flag), but not adjacent to CSV delimiters such as semicolons, tabs, or line breaks. It is used to identify quotes that appear inside CSV fields rather than at field boundaries, helping to detect unescaped or misplaced quotation marks.
