Build, test, and debug regular expressions
This regex matches CSS url() references and HTML href/src attributes that point to relative URLs, excluding absolute URLs (http, https, ftp, ftps) and root-relative paths (starting with /). It is useful for preprocessing stylesheets or HTML to identify relative paths that need conversion to absolute URLs. The pattern allows optional whitespace and quotes after the opening, and uses a negative lookahead to skip absolute and root-relative references.
