This regex matches commit messages that reference GitLab issues or merge requests, either by keyword (Ref, Closes, Related, Fixes, Partial) followed by an issue identifier (#123, repo#123, or full URL), or the literal 'noref' to indicate no reference. It is useful for enforcing commit message conventions and automating changelog generation in CI pipelines.
