Matches Markdown headings in a changelog that start with '## ' followed by a version number, optionally with one or two dot-separated components (e.g., 1, 1.2, 1.2.3). Useful for extracting version headings from CHANGELOG.md files. The 'gm' flags enable global matching across all lines and multiline mode, but note the pattern is not anchored, so it can match anywhere in a line.
